Each mosque was built with the money of the people, that is, privately by the neighbourhood (mahalla) and each mahalla had its own mosque. This situation describes the pre-Soviet life. The Soviets tried to abolish or at least reduce the amount of mosques. However, since each mahalla was defined through its mosque, they often kept the building turning it into a secular institution. The memory of the mosques thus continues to exist along with mahalla unities.
